Developers Submit Plans For 225 Apartments On Carolina Beach Road

Another 225 apartments could be coming to the growing Carolina Beach Road corridor.

Developers submitted plans this week for an apartment complex on 7.7 acres near the intersection of Carolina Beach Road and Independence Boulevard. Indianapolis-based Millstone Ventures LLC is developing the project, which is proposed on several tracts of land at 3903, 3907 and 3913 Carolina Beach Road.

The site is located across Carolina Beach Road from the Crossroads at Independence, a shopping center anchored by the area’s largest Harris Teeter and home to an array of both locally owned businesses and national chains. 

In recent years, the Carolina Beach Road corridor has witnessed an uptick in commercial and high-density residential rezonings and projects. Just last week, another development firm submitted plans for Midtown Junction, a proposed complex with more than 250 apartments and townhomes near the Carolina Beach Road and Independence Boulevard intersection.

The project, which plans refer to as The Willow Apartments, will include 12 studios, 75 one-bedroom units, 94 two-bedrooms and 23 three-bedroom apartments. Approximately 10% of the complex's units or 23 apartments will be workforce units for a period of 15 years. These studio and one-bedroom units will be targeted at households earning at or below 80% of the area median income. Site plans for the project are scheduled to go before Wilmington's technical review committee late next month.

In September, the Wilmington City Council unanimously approved rezoning the site from a moderate-density residential district to one that allows high-density multifamily development. The largely vacant tracts are currently owned by separate individuals, according to property records.

Plans show the apartments will be housed in three, four-story buildings on the site. The complex will also include two garage structures, 341 parking spaces, a clubhouse and a leasing building along with a pool and dedicated open space.
